Determining Growth Measures for “District Determined”

For teacher categories without STAAR progress or where growth is locally defined, districts must select a valid local measure and document the method thoroughly.

  1. List teacher groups requiring a local growth metric (e.g., fine arts, CTE, early grades).
  2. Select the metric: SLO, pre/post assessment, rubric/portfolio, or other approved method.
  3. Define calculation: target setting, scoring rules, and “meets/exceeds” thresholds.
  4. Standardize across campuses and store exemplars/evidence for audit.
  5. Record the final % Meeting Growth in the submission template.
