Welcome to the Region 14 Education Service Center website for Speech-Language Pathology. You will find links to resources and information regarding school-based speech therapy.

Region 14 ESC strives to maintain a high-level program of staff development and technical assistance that assists our Speech-Language Pathologists in the diagnosis and treatment of speech and language impairments. Our trainings and technical assistance are based on current research, within the framework of federal and state regulations.

Scope of Practice

Speech Language Pathologists in the public schools serve students with speech and/or language impairments.  A speech or language impairment is defined as “a communication disorder, such as stuttering, impaired articulation, a language impairment, or a voice impairment, that adversely affects a child’s educational performance” (C.F.R. §300.8.).  Speech and language disorders can also result from a variety of other impairments, including cerebral palsy, cleft palate, hearing loss, autism, learning disabilities, and traumatic brain injuries. 

Speech Language Pathologists in the public schools must have a master’s degree, have passed a national certification examination, and have completed a year of clinical fellowship. Further, they must be licensed by the state of Texas. Speech Language Pathology Assistants must have a bachelor’s degree, have completed 25 hours of observation, and must be licensed by the state of Texas. Their practice must be supervised by a licensed, certified Speech Language Pathologist. The Speech Language Pathologist in the public schools may provide many roles for students with speech and language impairments, including evaluation, IEP development, and intervention. They also may provide screening and prevention services, collaboration with other instructional personnel, and training and professional development. Speech Language Pathologists may serve students in a variety of ways, including individual, small group, classroom-based, or consultation.

TSHA SLP-Assistants Guide

The TSHA logo features the text 'TSHA' in blue, with the Texas flag incorporated.The Texas Speech-Language-Hearing Association (TSHA) is proud to share the first six modules of the new SLP-Assistant Guide. One additional module is currently in development. The purpose of the Guide is to enhance the knowledge, skills and competencies of SLP-Assistants. The Guide modules should be accessed by both SLP-Assistants and by SLPs who provide supervision for SLP-Assistants. In addition, new as well as experienced SLPs may find the content of the Guide helpful to refresh and update their knowledge and skills.

  • Module 5 - Treating Speech Sound Disorders (1.5 CEU)
  • Module 6 - Language Intervention (1.5 CEU)
  • Module 7 - Fluency (1.5 CEU)

Instructions for requesting continuing education credit are included at the end of each module. Continuing education credit is free for current TSHA members, and is $20.00 for non-members.

Speech-Language Pathology Directors' Series

This series stemmed from a joint Texas Council of Administrators of Special Education (TCASE) and Texas Speech-Language Hearing Association (TSHA) project aimed at providing Special Education Directors with information related to Speech Language Pathologists (SLPs) and their services in the school setting. While the series was created for Special Education Directors, SLPs and their immediate supervisors are encouraged to review the information as well.
