In order to appropriately implement the regulations of the Individuals with Disabilities Education Act of 2004, as well as Texas Administrative Code Chapter 89, evaluation personnel must be aware of sound evaluation practices that provide useful, instructional information. They must be equipped with the knowledge and skills to assist schools in making both eligibility decisions and relevant functional and developmental recommendations for students with disabilities.
Region 14 strives to provide support and assistance to evaluation personnel in order to promote best practices in the evaluation process. Training includes state and national perspectives on evaluation, updates from the Texas Education Agency, legal issues, focus on the most current evaluation instruments, and opportunities to increase skill and knowledge in evaluation.

Technical Assistance: Child Find and Evaluation
The Texas Education Agency (TEA) is providing this guidance to assist local education agencies (LEAs) in meeting their obligations under state and federal laws and regulations regarding the responsibility to identify, location, and evaluation all children suspected of having a disability and who are in need of special education and related services.
This guidance is intended to serve as a resource for professionals who serve in a range of roles in schools across the state as they design and implement Child Find policies, procedures, and practices.
Special Education Rules & Regulations
This page on the TEA website provides information regarding IDEA 2004 (Federal law), Texas Education Code (TEC), and Texas Administrative Code (TAC). Commissioner's Rules related to special education are generally referred to as Chapter 89 (of the TAC).
Legal Framework
The Legal Framework provides a web-based platform to assist LEAs in learning about state and federal laws and regulations that address providing students with disabilities a free appropriate public education in the least restrictive environment.
