The Region 14 ESC Counselor Alternative Certification Program (CACP) is a one year preparation program for aspiring Counselors. It provides an opportunity for individuals who have a master's degree to participate in an intensive, comprehensive program leading to counselor certification. The program is designed only for highly committed candidates who are able to excel in a fast-paced training environment.

Candidates acquire knowledge and skills in a practical, real-world learning environment. Networking opportunities promote development of collegial relationships among candidates, their mentors, and other practicing counselors.

Training includes seminars delivered by practitioners in the field of counseling, mentoring by an experienced counselor, and field-based experiences. Initial training takes place during the months of June and  July and continues with monthly one day sessions during the school year. Training is directed toward successful passage of the TExES counselor's test.

CACP consultants, who conduct and monitor the program, maintain close contact with the candidates and mentors. Program consultants oversee the internship and visit the campus a minimum of three(3) times during the school year.

Region 14 makes a recommendation to the state for a standard counselor certificate at the end of the program. This recommendation is contingent upon successful completion of all program requirements, a passing score on the TExES test, and recommendations from the intern's mentoring counselor and the CACP program staff.



Due to a change in the requirements for school counselor certification, the 2019 June start for counselor certification will be our last cohort of school counselors.  You must get started in June of 2019 in order to complete the counselor certification program before the new requirements go into effect.  For more information, contact Christye Gannaway at 325-675-7021. 

  • Master's Degree from an accredited institution of higher learning
  • Valid Teaching Certificate
  • Minimum of two (2) years teaching experience
  • Completed application with official transcripts from all colleges and universities
  • Copy of Teacher Service Record
  • Payment of non-refundable $100.00 application fee
Cost of Program
  • Program Application FEE - Effective 01/13/2016 - A $100.00 non-refundable application fee is required when an application is submitted
  • State Fee - $35
  • Program Fee - A $6,000.00 fee will be paid to Region 14 ESC to cover program costs. A non-refundable down payment of $1000.00 is due upon program acceptance into the program. The balance of $5,000.00 will be prorated over 10 months and payable to Region 14.
  • Note:  An additional fee of $1,000 is charged for candidates who work outside the Region 14 service area.

  • TExES Examination Fee - A $131.00 fee will be paid to Education Testing Service (ETS) at the time the candidate is ready to take the counselor TExES certification test. (Plus a state processing fee)
  • Application Fee for Probationary School Counselor Certificate - If the candidate is serving in a counselor position prior to completion of the program, a $52.00 fee will be paid to TEA when application is made for probationary counselor certification
  • Application Fee for School Counselor Certification - A $78.00 fee will be paid to TEA upon successful completion of the TExES test and recommendations for certification from mentor and CACP program staff.
  • Books/material fees: Candidates will be required to purchase their own Certify Teacher subscriptions and required textbooks. 
  • Summary
    The following criteria must be met in order to be recommended for certification:

  • Complete all training hours
  • Satisfactorily complete all assignments and projects
  • Pass TExES Counselor Exam
  • Receive recommendations from both the mentoring counselor and the Region 14 CACP consultant Payment of all certification fee, TExES fees

    Alternative Certification is also available in Special Education, EC-6 generalist, 4-8 generalist, Math, Science, Principal and Superintendent.

    A Master's degree is also available with Region 14 ESC and Sul Ross University.
