State Performance Plan Indicator 7

Early Childhood Outcomes (SPP 7)

What is SPP 7?
SPP 7 measures the effectiveness of an Early Childhood program to address skills of 3-5 year olds in 3 areas:
  •  Acquisition of Academic Knowledge
  • Social-Emotional Skills
  • Self Independence Skills
The data is measured in terms of the percent of preschool children with Individualized Education Programs (IEPs) who demonstrate improvement in each outcome. This is not a compliance indicator and therefore data is collected and reported only. The state sets targets for schools to meet with progress percentages, but a student's ability to leave an early childhood program demonstrating a skill set on age level expectations at each outcome depends on more than just the quality of the program. A student's individual disability may prevent them from exiting a program presenting age level expectations in all areas.
